Australian coach, Mickey Arthur, said that the looming retirement of Michael Hussey has forced a rethink over their selection priorities, opening the door for even some of the old hands to help the team fill the experience gap, left by Hussey and Ricky Ponting, on tough upcoming tours to India and England.

"When you have Ponting, Hussey and Clarke, it was all about injecting some youth into our side," Arthur told the Sydney Morning Herald. "The ground rules have changed now because we've lost a massive amount of experience. That's why we need to sit down and chat. Is it another experienced player, or are we happy to go with a young gun? There's a lot of guys who come under consideration now."

Arthur?s words somewhat confirmed the dire state of Australian cricket, where they will have to look for possible candidates who have proven their mettle at domestic level over the past years, but have not been able to make it to the national side due to Cricket Australia?s reluctance to have a preferred balance between youth and experience in the side.

However, with skipper Michael Clarke the only certain thing in their cricket for now, due to his imperious form and leadership capabilities, the Kangaroos remain eager to not only place onus on a couple of the younger players, but also on wiser heads.

That puts the likes David Hussey, Brad Haddin and Rob Quiney in contention to get back in the national team reckoning. Hussey?s name has made the rounds over the past week, with even his younger brother picking him as his replacement.

Although David has proved himself as a reliable campaigner, due to his remarkable domestic first-class record where he has scored over 10000 runs, his recent form has been extremely patchy, where he has not made a Sheffield Shield fifty this season.

Haddin?s inclusion is another option, despite Matthew Wade firmly establishing himself as the first-choice wicket-keeper in all formats. Quiney is also in line to get a second chance, despite his treacherous debut appearance against South Africa, which included a pair in Adelaide.

However, with India and England set to host the Aussies, Arthur remained open to the idea of having experienced players on the team?s roster.

"With Test matches in India and England, we've got to sit down [and ask], 'Do we want to have a look at a guy who is a proven run-scorer, who has the right stats both in Australia and outside of Australia and can get hundreds'?"

If cut, fiscal deal will pale against expectations

(AP) ? Whether negotiated in a rush before the new year or left for early January, the fiscal deal President Barack Obama and Congress cobble together will be far smaller than what they initially envisioned as an alternative to purposefully distasteful tax increases and spending cuts.

Instead, their deal, if a deal they indeed cut, will put off some big decisions about tax and entitlement changes and leave other deadlines in place that will likely lead to similar moments of brinkmanship, some in just a matter of weeks.

Republican and Democratic negotiators in the Senate were hoping for a deal as early as Sunday on what threshold to set for increased tax rates, whether to keep current inheritance tax rates and exemptions and how to pay for jobless benefits and avoid cuts in Medicare payments to doctors.

An agreement would halt automatic across-the-board tax increases for virtually every American and perhaps temporarily put off some steep spending cuts in defense and domestic programs.

Gone, however, is the talk of a grand deal that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. Obama and Republican House Speaker John Boehner were once a couple hundred billion dollars apart of a deal that would have reduced the deficit by more than $2 trillion over ten years.

Republicans have complained that Obama has demanded too much in tax revenue and hasn't proposed sufficient cuts or savings in the nation's massive health care programs.

In an interview on NBC's "Meet the Press" that aired Sunday, Obama upped the pressure on Republicans to negotiate a fiscal deal, arguing that GOP leaders have rejected his past attempts to strike a bigger and more comprehensive bargain.

"The offers that I've made to them have been so fair that a lot of Democrats get mad at me," Obama said.

The interview was taped Saturday while aides to the Senate Republican leader, Mitch McConnell of Kentucky, and to Senate Majority Leader Harry Reid, D-Nev., were engaged in negotiations in the Capitol in hopes of having something to present senators as early as Sunday.

"I was modestly optimistic yesterday, but we don't yet see an agreement," Obama said, referring to his mood Friday. "And now the pressure's on Congress to produce."

The trimmed ambitions of today are a far cry from the upbeat bipartisan rhetoric of just six weeks ago, when the leadership of Congress went to the White House to set the stage for negotiations to come.

"I outlined a framework that deals with reforming our tax code and reforming our spending," Boehner said as the leaders gathered on the White House driveway on Nov. 16.

"We understand that it has to be about cuts, it has to be about revenue, it has to be about growth, it has to be about the future," House Democratic leader Nancy Pelosi said at the time. "I feel confident that a solution may be in sight."

And Senate Majority Leader Harry Reid, D-Nev., offered a bold prediction: "There is no more let's do it some other time. We are going to do it now."

That big talk is over for now.

Senate negotiators were haggling over what threshold of income to set as the demarcation between current tax rates and higher tax rates. They were negotiating over estate limits and tax levels, how to extend unemployment benefits, how to prevent cuts in Medicare payments to doctors and how to keep a minimum income tax payment designed for the rich from hitting about 28 million middle class taxpayers.

But the deal was not meant to settle other outstanding issues, including more than $1 trillion in cuts over 10 years, divided equally between the Pentagon and other government spending. The deal also would not address an extension of the nation's borrowing limit, which the government is on track to reach any day but which the Treasury can put off through accounting measures for about two months.

That means Obama and the Congress are already on a new collision path. Republicans say they intend to use the debt ceiling as leverage to extract more spending cuts from the president. Obama has been adamant that unlike 2011, when the country came close to defaulting on its debts, he will not yield to those Republican demands.

As the day ended Saturday, there were few signs of success on a scaled-back deal. But no one was declaring a stalemate either.

Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up, and then vote to cut taxes after they had risen.

Republicans said they were willing to bow to Obama's call for higher taxes on the wealthy as part of a deal to prevent them from rising on those less well-off.

Democrats said Obama was sticking to his campaign call for tax increases above $250,000 in annual income, even though he said in recent negotiations he said he could accept $400,000. There was no evidence of agreement even at the higher level.

Obama, who once proposed nearly $1.6 trillion in tax revenue over 10 years, would get about half of that if he succeeded in getting a $250,000 threshold over 10 years. At a $400,000 level, the revenue figure drops to about $600 billion over a decade.

Republicans want to leave the estate tax at 35 percent after exempting the first $5 million in estate value. Officials said the White House wants a 45 percent tax after a $3.5 million exemption. Without any action by Congress, it would climb to a 55 percent tax after a $1 million exemption on Jan. 1. Obama's proposal would generate more than $100 billion in additional revenue over 10 years.

Democrats stressed their unwillingness to make concessions on both income taxes and the estate tax, and hoped Republicans would choose which mattered more to them.

Beidou's unique services attractive to Chinese companies

Although Beidou is a latecomer in the world's navigation market, Chinese companies have set their eyes on the unique services provided by the system.

Beidou's hybrid orbit increases the number of visible satellites, enhancing the stability of its navigation signal, Cao Jianlin, vice-minister of science and technology, said in an interview with China Daily.

Beidou also uses an all-direction and short-message communicating technique that other navigation systems do not have, he said.

Currently, there are four major navigation systems worldwide - China's Beidou, the Global Positioning System of the United States, Russia's Glonass and the European Union's Galileo. GPS completed its constellation of satellites in 1994, while Beidou just finished its network to provide services to the Asia-Pacific this year, and it plans to complete a global network by 2020.

"Beidou has its unique advantages designed for users. For example, the short-message communication technique can provide strong support to regions hit by natural disasters. So Beidou has better service capacities compared with the other three navigation systems," Cao said.

In May 2008, a devastating earthquake hit Wenchuan, Sichuan province, cutting off communication for tens of thousands people.

"Although the mobile signal was disconnected, we used Beidou's short-message function during the rescue," said Li Shiru, a marketing specialist at the Hwa Create Corp, a Beijing company that produces positioning chips and devices based on the Beidou system.

Rescue teams in Wenchuan were equipped with handheld terminals capable of sending or receiving 120 Chinese characters at one time to communicate with the rescue headquarters.

"Now we have updated the terminal in some ways - we made it more portable, installed all kinds of mobile phone functions, made it resistant to water and dust, and we now use the Android operating system," Li said.

"I think the device will find a large market among outdoor fans, because it brings technologies that were exclusive for military use to consumers."

Cao Hongjie, vice-president of UniStrong, a company focuses on Global Navigation Satellite System services, has found an even broader use for the short-message function.

"Beidou's short-message function can be used in many different industries," Cao said.

One example is the logistic system. Currently, few truck drivers use GPS because they are already familiar with the route.

"But with Beidou, the short message function and the position report function will enable logistic headquarters to see the drivers' location, and they can dispatch vehicles and drivers in a more efficient way," Cao said.

Cao said China's navigator producers have had concerns about the future of GPS in China.

"In the past, we have used the GPS service. Although the service is good, we have not risked developing chips based on GPS, because we do not know whether the US would suddenly shut down the service," Cao said, adding that the one-off investment for a company in developing a chip is considerable.

"But Beidou, China's homegrown navigation system, will eliminate our worry, and we will be happy to develop more services on this platform."

ATC men win second straight

ALBANY --- When the Titans met the rims at the James H. Gray Civic Center, it was love at first sight.

The irons were more than kind to the Titans over the weekend at the inaugural ATC Holiday Classic, where Albany Tech went 2-0 and dominated Alabama Southern Saturday night, 83-67.

?They shot the ball well,? Titans? head coach Sylvester Patterson said after his team improved to 4-11 with a hot-shooting night. ?When we first came to play here (at the Civic Center) they said they really liked the rims.?

Those Civic Center rims returned the feelings, helping Albany Tech shoot over 52 percent and 9-for-19 from 3-point range.

?We ain?t really as consistent as we want to be, but when everybody plays like they?re supposed to play that?s what you?re gonna get,? said Titans? sharpshooter Antwon Tuff, who scored a game-high 18 points with eight rebounds, including hitting 4-of-9 from 3-point range.

The Titans (4-11) finished the basketball classic with a 2-0 record and hope they have started their own hot streak. Albany Tech plays at Daytona State Wednesday.

?They played really well this weekend,? Patterson said. ?It was a good weekend for us. They?re just starting to buy in, starting to execute. They?re starting to play as a team.?

Despite the overall record to finish out 2012, the Titans feel like they?re capable of playing like they did Saturday every night. Albany Tech led Alabama Southern, which nearly knocked off 13-1 South Georgia Tech the night before in a 104-100 loss, by 18 at the half and maintained a 20-plus point lead for most of the second half before giving way in the final two minutes. The Titans best bet to stay out of the loss column may just be to shoot lights out like it did Saturday while cutting down on the 3-point shooting but still hitting nearly 50 percent from behind the arc.

?We?ve lost something like five games by less than three points,? Tuff said. ?The record doesn?t really show it. Those (close losses) will roll back over.?

After seeing several nail biters go the wrong way early in the season, it?s time for the law of averages to come into effect.

?We hope so,? Patterson said. ?We?re counting on it. We?ve lost a lot of close games to some really good teams.?

Tony Fear added 12 points in the ATC win, while Lafonzo Smith chipped in 10 points and six boards. Twelve Titans scored on the night. Alabama Southern (3-10) was led by Orlando Coleman's 10 points and 17 rebounds, one night after he scored 31 points. Will Bailey scored 16 in the loss.

Albany Tech came out in the first half blistering hot, hitting five threes in route to a 39-21 halftime lead. The Titans shot out to a 14-2 lead in the opening two minutes after a jumper from Nouhoum Bouchoum fell. Alabama Southern finally woke up but got no closer than 29-15 in the first half after Charvis Teacher's jumper.

ALBANY --- Albany Tech?s women went 1-1 in the 2012 Holiday Classic at the Civic Center after Saturday?s 60-41 loss to Alabama Southern Community College.

The Lady Titans shot a dreadful 28 percent from the floor and were outplayed by the Lady Eagles and former Westover High star Cessiley Colwell. Colwell scored 10 points with three steals in her return to Albany.

?We played great defense,? said Colwell, who is averaging just above eight points per game as a freshman starter at Alabama Southern.

Colwell scored five consecutive points in the first half to help Alabama Southern (8-7) open up an early 17-9 lead.

DeShanti Lewis scored 15 points and had eight steals to lead the Lady Eagles. Albany Tech was led by Toni Greir?s 14 points and seven boards, while Lashay Lettingham added eight points and nine boards.

?The defense is there,? ATC head coach Kenneth Williams said. ?We?re just having trouble scoring. The only solution I have is to put up more shots and practice.?

Albany Tech (9-8) got as close as 31-23 in the second half before Southern went on a 13-4 run to blow the game open after the Lady Titans could never find their shooting stroke.

?Both teams (in the holiday classic) saw we weren?t shooting well and played zone defense all night,? Williams said. ?That killed us. I don?t think we ran a man offense all weekend.?

The Lady Titans were also without three starters, who are out until the new year. They next travel to Florida for games Wednesday and Thursday at Daytona State and St. Petersburg College, respectively.


South Georgia Tech men win fifth straight, Darton women win fourth in a row in finales of Albany Tech Holiday Classic

ALBANY ? A pair of red-hot teams closed out the Albany Tech Holiday Classic on Saturday with wins as the Darton College women beat Middle Georgia Tech, 80-50, and the South Georgia Tech men edged the MGT men?s program, 67-61.

Darton?s win ? the Lady Cavs? fourth in a row ? was most impressive because they sat their top two scorers: Michelle Mitchell (ankle) and Chanteneice Fann (knee).

In their absence, Tamarah Fisher stepped up big with a double-double (26 points, 12 rebounds), as did Iesha Bonner, who finished with her own double-double (17 points, 11 rebounds). Darton won the rebounding battle, 66-31, and improved to 14-2. The Lady Cavs play again Thursday at West Georgia Tech.

The Jets, meanwhile, won their fifth in a row behind two double-doubles as well: Anthony Etheridge (18 points, 13 rebounds) and Octavius Green (17 points, 18 rebounds). Stedman Lemon added 12 points for SGT.

South Georgia Tech (14-1) now gets set for a huge showdown Friday at Chattahoochee Tech, which is 5-0 in conference ? just ahead of No. 2 SGT.


Terrell girls avenge loss, win tourney

EUFALA, Ala. ? After a 21-point loss Friday night to Lakeside School in its Christmas tournament, Terrell Academy girls basketball coach Keith Jones assessed the loss this way: ?I don?t think they?re 21 points better than us,? he said.

Turns out, he was right.

Playing in the first double-elimination tournament Jones says he?s ever seen, the Lady Eagles got a chance at revenge Saturday night against Lakeside ? and took advantage to the tune of a 65-53 win.

?This was one of those gut-check games where we had to decide whether we were a good team or a team that made excuses,? Jones said. ?We found out who we were (Saturday night).?

Terrell (9-5) got into the championship game after routing Ashford Academy, 64-16, in the first of two contest the Lady Eagles were forced to play Saturday.

That, in itself, was also curious to Jones.

?I?ve never played two games in one day, but I guess things are different in Alabama,? he said. ?I?ve never seen any format like that before in my life.?

Instead of laying down in the final on tired legs, Terrell shot out to a halftime lead and never looked back. Maura Milliron led the way with 20 points, followed by 15 from Marilauren Farr and 14 from Lauren Barfield. Olivia Rogers added 13 in the nightcap win, while Farr scored 16 in Game 1 on Saturday, Barfield added 11 and Sarah Bridges chipped in 10.

When asked what adjustments he made between the first and second meetings, Jones said it was all about defense.

?We just weren?t aggressive, and we didn?t pressure. And they took it to us,? he said. ?Well, we got aggressive Saturday and took it to them.?

SUCCESS (ALA.) BOYS 63, TERRELL ACADEMY 56: The Eagles were led by Conor Walsh?s 20 points, while Raleigh Carlson added 12 in the finale of the Lakeside Christmas Tournament.

Both Terrell Academy teams are off until Jan. 7 when the Eagles and Lady Eagles will host Randolph Southern.

Curiosity spends holidays in Yellowknife Bay, gets on special Foursquare badge

While many of us were opening presents and having our fill of mulled cider, NASA's trusty Curiosity rover was busy at work capturing panoramic views of Yellowknife Bay, a shallow area of unusual terrain on the Red planet. Jokingly dubbed "Grandma's house" by the crew, the rover spent over 11 Martian days there so that handlers could take some time off for the holidays. When they get back, the space vehicle will hopefully have provided enough data to pinpoint a potential drilling area so it can drill, collect and analyze rock samples using onboard tools -- a feat never-before attempted on Mars.

The Curiosity rover has, however, checked in on Foursquare on Mars, which is a feat no one else is likely to attempt. In continued collaboration with the social media platform, NASA is now providing a Curiosity Explorer badge to anyone who checks in to a NASA visitor center or a venue categorized as a science museum or planetarium. Badge recipients will get this message: "Get out your rock-vaporizing laser! You've explored your scientific curiosities just like NASA's Curiosity rover on Mars. Stay curious and keep exploring. You never know what you'll find." No idea if you'll get a free "scoop" of space ice cream or a hand in the next Mars mission along with it, but we're behind anything that boosts the public's interest in space.

AUSTIN, Texas (Reuters) - Former President George H.W. Bush, who led a coalition that ejected Iraqi forces from Kuwait in 1991, is in intensive care at a Houston hospital in "guarded condition," family spokesman Jim McGrath said Wednesday.

The 88-year-old was admitted to hospital November 23 for bronchitis.

"The president is alert and conversing with medical staff, and is surrounded by family," McGrath said in a statement.

"Following a series of setbacks including a persistent fever, President Bush was admitted to the intensive care unit at Methodist Hospital on Sunday where he remains in guarded condition," McGrath said. "Doctors at Methodist continue to be cautiously optimistic about the current course of treatment."

A hospital spokesman said in mid-December that the former president was expected to be home in time for Christmas, but that spokesman later said doctors felt he should build up his strength before returning home.

Bush has lower-body parkinsonism, which causes a loss of balance, and has used wheelchairs for more than a year, McGrath said in an email Wednesday.

Bush, the 41st U.S. president and a Republican, took office in 1989 and served one term in the White House.

The father of former President George W. Bush, he also served as a congressman, as ambassador to the United Nations, as envoy to China, as CIA director and as vice-president for two terms under Ronald Reagan.

British actress Kate Winslet marries for third time

LONDON (Reuters) - British Oscar-winning actress Kate Winslet has married for the third time, her publicist confirmed on Thursday.

The 37-year-old, best known for her starring role in the 1997 blockbuster "Titanic", married Ned RocknRoll, a nephew of music and aviation tycoon Richard Branson.

The private ceremony was attended by Winslet's two children from previous marriages and "a very few friends and family", according to the publicist, and took place in New York earlier this month.

"The couple had been engaged since the summer," Winslet's spokeswoman said in a statement.

Winslet has been nominated for six Academy Awards and won once for her lead role in "The Reader".

Her other notable performances include Iris Murdoch in "Iris", Clementine Kruczynski in "Eternal Sunshine of the Spotless Mind" and April in "Revolutionary Road".

That film was directed by Sam Mendes, whom Winslet wed in 2003 and divorced seven years later. Her first marriage was to Jim Threapleton, which lasted from 1998 to 2001.

According to online reports, RocknRoll had his name changed by deed poll from Ned Abel Smith and is an executive for Branson's space flight venture Virgin Galactic.

The Sun newspaper said the New York wedding was so secret that even the couple's parents did not know about it.

Hollywood actor Leonardo DiCaprio, who co-starred with Winslet in Titanic and Revolutionary Road, gave her away, the newspaper said.

Maine wind power inches toward generation goals

AUGUSTA, Maine (AP) -- Wind power generated in Maine is now producing nearly 500 megawatts, enough to supply the average needs of 175,000 households. However, it's still well short of the state's goal for wind generation by 2015.

But new projects that are in conceptual stages, under regulatory review or approved but facing challenges could catapult the state to half of its wind-power goal of 2,000 megawatts by 2015. The Legislature has set that goal for installed wind power capacity, along with 3,000 megawatts by 2020.

Maine's operating wind power plants have a capacity to produce 468 megawatts online now, according to figures from the state Department of Environmental Protection, which regulates grid-scale projects in Maine's Unorganized Territory.

The year's end brings the possibility of big change to the industry. The federal Production Tax Credit, used to encourage development of renewable energy projects, is due to expire at the end of 2012.

That's caused "very legitimate" concerns among wind power developers, said Jeremy Payne, executive director of the Maine Renewable Energy Association. "It's a very important piece of development" in wind projects, he said.

A national industry group, the American Wind Energy Association, says that with the looming expiration of the credit, wind project developers are not making plans in the United States and American manufacturers are not receiving orders, costing jobs.

Developers' interest does not appear to have waned in Maine, which is by far New England's largest wind producer but accounts for only a small fraction of total U.S. output. According to the American Wind Energy Association, the U.S. wind industry totaled 51,630 megawatts of cumulative wind capacity through the end of September.

Maine has 11 operational wind farms producing anywhere from 4.5 to 132 megawatts, five of which are owned by Massachusetts-based First Wind. They include First Wind's Mars Hill in Aroostook County, Rollins in Penobscot County, Stetson I and II in Washington County, and its newest, Bull Hill in Hancock County.

TransCanada Maine LLC completed the state's largest operating wind farm, with 44 turbines, in Kibby Township in Franklin County in 2010 and expanded it by 11 at a second site. In Oxford County, Independence Wind's Record Hill and Patriot Renewables' Spruce Mountain projects are producing power.

The two smallest sites, with three turbines each, are Fox Island Wind LLC's site on Vinalhaven island in Knox County and Beaver Ridge LLC's project in Freedom, Waldo County.

But several more projects are in process at the Department of Environmental Protection or are expected to be in the year ahead. Their approval and development would bring the state closer to meeting its goals, which is intended to increase the reliability of the region's electricity supply through indigenous renewable power that will not produce greenhouse gas emissions or other air pollution.

First Wind is expected to submit an application by the end of January for a 60- to 65-turbine project that would be built in Kingsbury Plantation in Piscataquis County, the DEP said. It is known as the Bingham Wind Project.

Also expected by the end of January is an application for an expansion at Bull Hill.

Conceptual plans for projects in Moscow in Somerset County and Alder Stream in Franklin County have emerged. The latter has already gotten a boost from the federal government.

In early 2012, the Energy Department awarded $1 million to the Penobscot Indian Nation to help it move closer to developing the 227-megawatt Alder Stream project. The grant is to help with engineering designs, meet permit requirements and identify power purchasers.

"We don't expect an application before 2014," said Mark Bergeron, director of DEP's Division of Land Resources Regulation.

Meanwhile, the DEP is reviewing First Wind's revised application to build a wind farm on Bowers Mountain straddling Penobscot and Washington counties in eastern Maine. The new plan envisions 16 instead of 27 turbines as originally proposed, and placing them in less visible locations.

Permits have been approved for First Wind's Oakfield project in Aroostook County and Patriot Renewables' Saddleback Ridge in Oxford County, but those approvals are being challenged by citizen opposition groups. Patriot's Canton Mountain project, also in Oxford County, is under DEP review. The Pisgah Mountain Windpower in Penobscot County is also being challenged.

Independence Wind's Highland proposal for a 39-turbine, 117-megawatt project in Somerset County has been withdrawn, and Noble Environmental Power LLC's Passadumkeag Wind Park proposal in Penobscot County has been denied.

Wind power produced in Maine is fed into the regional grid, but some stays in the state, Payne said. A 2011 power purchase agreement keeps Mars Hill power in northern Maine, and part of the Rollins wind deal was to keep power in Maine.

"Developers stand ready to sign more of these contracts" to keep Maine-generated wind power in the state, Payne said.

MOSCOW --?Russia's upper house of parliament approved a bill on Wednesday that would prohibit Americans from adopting Russian children and impose other measures in retaliation for a U.S. law designed to punish Russians accused of human rights violations.?

The bill would also outlaw some U.S.-funded non-governmental organizations and impose visa bans and asset freezes on Americans accused of violating the rights of Russians abroad.?

The bill was endorsed by the lower house last week and is now expected to be sent to President Vladimir Putin to sign.

Putin hasn't committed to signing the bill, but referred to it as a legitimate response to the new U.S. law.

It is one part of a larger measure by angry lawmakers retaliating against a recently signed U.S. law that calls for sanctions against Russians deemed to be human rights violators.?

The U.S. law is primarily intended to end Cold War-era trade restrictions and was hailed by U.S. businesses worried about falling behind in the race to win shares of Russia's more open market, but its human rights part has outraged Putin's government.

Dubbed the Magnitsky act, the U.S. legislation is named for Russian lawyer Sergei Magnitsky, who was arrested by officials he accused of a $230-million tax fraud.

He?was repeatedly denied medical treatment and in 2009 died after almost a year in jail after being severely beaten by guards.

Opportunity denied
Some top Russian officials, including the foreign minister, have spoken flatly against the Russian bill, arguing that the measure would be in violation with Russia's constitution and international obligations.

Earlier Wednesday, several protesters were detained outside the upper house as it prepared to make its decision.

Americans may lose right to adopt Russian kids

There are about 740,000 children without parental custody in Russia, according to UNICEF. More than 60,000 Russian children have been adopted in the United States in the past 20 years.

The Russian bill is named in honor of Dima Yakovlev, a Russian toddler who was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours.

The father was found not guilty of involuntary manslaughter. Russian lawmakers argue that by banning adoptions to the U.S. they would be protecting children and encouraging adoptions inside Russia.

Russian children?s rights ombudsman Pavel Astakhov told the Interfax news agency that 46 children who were about to be adopted by U.S. citizens would stay in Russia ? despite court rulings in some of these cases authorizing the adoptions.

Astakhov also insisted that all adoptions would be halted once the bill is signed by Putin, but a senior lawmaker at the Federation Council insisted it cannot be enacted immediately.

Mikhail Margelov, chairman of the Council's foreign affairs committee, said that a bilateral Russian-U.S. agreement binds Russia to notify of a halt in adoptions 12 months in advance.

Record-breaking singer Adele has reportedly trademarked her name in order to stop fans being tricked into buying unofficial merchandise.

The Sun newspaper suggests the move will prevent people from misusing her name on items such as perfume and jewellery.

A source told the tabloid: "She doesn't want anyone exploiting her name by using it on products which may trick punters into thinking she's involved with it."

The trademark would mean her identity is protected, and make it easier for the superstar singer to take legal action against anyone using her name to dupe fans.

Adele has enjoyed an incredible year, having been named Billboard's Top Artist Of The Year for the second time, won countless awards, recorded the James Bond Skyfall theme, and welcomed her first child into the world.

Ukraine central bank head named as deputy prime minister

KIEV (Reuters) - Ukrainian President Viktor Yanukovich on Monday named a member of his inner circle, central bank head Serhiy Arbuzov, as deputy prime minister, making him an important player in upcoming talks with the IMF.

The appointment to the number-two government position also makes Arbuzov a likely successor to Prime Minister Mykola Azarov.

The first major task of the new cabinet will be to secure a new bailout program from the International Monetary Fund.

An IMF mission is due to visit Ukraine late in January for what are expected to be tough talks on nailing down a new stand-by arrangement.

Ukraine needs to repay or refinance more than $9 billion debt falling due to foreign creditors in 2013, including $6.4 billion owed to the IMF which Ukraine hopes to refinance.

More often than not, the government and the central bank have worked together smoothly, avoiding public criticism of each other's policies. But Arbuzov is seen widely as closer to Yanukovich than his new boss Azarov.

"Financial and economic policy is now in the hands of the 'family'," said political analyst Volodymyr Fesenko, referring to Yanukovich's relatives and close associates.

Replacing Azarov with Arbuzov "looks almost inevitable next year. It is just a matter of time", he added.

Although Arbuzov comes across as media-shy and avoided open arguments with the government, official statements and leaked documents from the central bank indicated his opinions on economic matters sometimes differed from those of Azarov.

In June 2011, UNIAN news agency published a leaked letter in which Arbuzov told Azarov his government was losing credibility after refusing to carry out reforms recommended by the IMF.

The IMF has urged Kiev to pass on to ordinary Ukrainians more of the cost of the gas it buys at high prices from Russia, subsidies which are a large burden on the budget. Azarov has so far refused to take the unpopular step, although Kiev may have to become more flexible.

The government quit on December 3 after an October parliamentary election and its members have since served in an interim capacity, apart from Azarov who was reappointed on December 13.

Arbuzov, 36, will take over as first deputy prime minister from Valery Khoroshkovsky who quit the cabinet this month in protest at Azarov's re-appointment.

FAMILY TIES

According to a separate decree issued by Yanukovich on Monday, Arbuzov will be in charge of economy, trade, state finances, agriculture and social policy.

Yanukovich's office said Yuri Kolobov, Arbuzov's former deputy at the central bank, would remain finance minister.

The president named former Energy Minister Yuri Boiko, former regional governor Olexander Vilkul and former Foreign Minister Kostyantyn Gryshchenko as deputy prime ministers.

It was not clear who would succeed Arbuzov at the central bank but last week Boris Pryhodko, head of treasury at state-run Oshchadny Bank, was named its new first deputy chairman.

Arbuzov emerged from relative obscurity to become a major figure in Kiev in September 2010 when he was named first deputy chairman of the central bank in a surprise reshuffle.

Less than four months later, Yanukovich named him central bank head, a position he has held since.

Before joining the central bank, Arbuzov, who was born and educated in Donetsk - Yanukovich's home region and power base - spent four months working at the state-owned Ukreximbank and his earlier career as a financier was in the private sector.

In particular, Arbuzov had worked at the Ukrainian Business Bank, a Donetsk-based lender which according to Ukrainian media is linked to Yanukovich's elder son Oleksandr.

Arbuzov's mother Valentina Arbuzova is the chief executive of the All-Ukrainian Development Bank, another private bank owned by Oleksandr Yanukovich.

Arbuzov reshuffled the central bank's senior management but largely continued the policies of the previous administration such as maintaining the hryvnia's peg to the dollar.

Catalina Island Conservancy loses 3 more board members

The conservancy that manages nine-tenths of Catalina Island began caving in on itself last week as a scientist and three members of the board of directors, one of them a major donor, walked away over differences with the organization's top executive.

Their departures bring to 10 the number of scientists and officials who have quit in recent months citing what they say is Executive Director Ann Muscat's controversial leadership style and differences over the direction she is taking the 40-year-old Catalina Island Conservancy.

"The organization is imploding," Roy Rose, a Catalina resident and businessman who resigned from the board last week, said Friday while standing on the veranda of his home overlooking Avalon's cozy harbor.

Rose, 77, said he had written the nonprofit out of his will, depriving it of more than $10 million. "I felt betrayed and misled," Rose said.

Muscat remains on the job by virtue of what sources said was an 8-7 vote by the board in a closed session Dec. 14. Some board members wanted to fire her immediately, but a majority preferred to keep her until a replacement is found, the sources said.

On Dec. 17, however, the conservancy announced that Muscat had retained the full support of the board. The statement contributed to some of the recent resignations.

Muscat, a marine biologist hired a decade ago, is pushing development of new tourist attractions to bring badly needed revenue to the conservancy and the island's tourism-oriented businesses. The conservancy manages most of the island's wild lands, operating on $12 million a year from donations and earned revenue.

Some of those who left the conservancy disagreed with the emphasis on tourism over conservation.

A more recent concern of some board members was the discovery that Muscat's employment contract had been renegotiated earlier this year without their approval. Muscat earns $286,000 a year, according to state tax reports. Conservancy officials Friday said the contract had been renegotiated by an executive committee, which consists of three board members.

Board Chairman John Cotton said the contract negotiations were conducted "under the guidance of a longtime outside counsel."

Cotton said the dissent reflected strong dissatisfaction with Muscat and the board. "We respect and are very thankful for all our donors," he said. "Hopefully, through a dialogue, we can come to an understanding."

Muscat could not be reached by telephone, and Norris Bishton, head of legal affairs for the conservancy, said she was not available to comment.

Other troubling issues involve Muscat's use of an assistant's conservancy credit card, which Muscat is authorized to review, instead of one issued to her, which the chief operating officer is authorized to review. Mel Dinkel, the conservancy's most recent treasurer and chief operating officer, resigned in May.

Separately, conservancy attorneys investigated a claim that the nonprofit violated its rules by paying about $5,000 in travel expenses for Muscat's husband to join her on a conservancy-sponsored "donor development trip" in 2009 to an island off Baja California, Mexico.

Sources say Muscat later reimbursed the organization after other officers pointed out that there was no policy for covering a spouse's travel costs in full.

For some, the issue goes beyond Muscat. Despite plans to replace her, they say, the board's behavior has taken a toll on the organization's credibility.

Many of the conservancy's 75 employees are now weighing their options.

"I believe deeply in the organization and its mission ? but things don't look good," said a conservancy manager, who asked to remain anonymous. "Many of these issues can be resolved. But do I want to spend the next five years helping dig the organization out of the hole it's in?"

Regina Birdsell, a marketing and communications executive with the Center for Nonprofit Management, said board of directors of nonprofits need to operate transparently "because that is a sign of confidence that it is well-run and focused on achieving its mission." Renegotiating an executive officer's contract without the board's approval, she added, "is sloppy governance."

Rose would not argue with that.

"For years, I was so passionate about the conservancy that I donated $20,000 to $30,000 a year," he said. "In my original will, they were to receive my home and a commercial building I own in Avalon that has 24,000 square feet of space and is fully leased."

"Not anymore. I wrote the conservancy out of my will, and I did it with a sense of urgency," he said. "I do not believe the conservancy could handle such gifts responsibly."

The dedicated car phone may be a thing of the past, but the in-car hotspot is becoming increasingly common. BMW isn't shy when it comes to in-vehicle tech, so the fact that it's launching its own solution should come as no surprise. We initially heard about the ConnectedDrive LTE integration back in summer, but now it looks like it's almost here. The BMW Car Hotspot LTE is essentially a purpose-built WiFi router that houses an LTE SIM (it also supports 3G and EDGE). It's compatible with any BMW with a telephone docking station and allows connections from up to eight client devices. Authentication can be done via code entry or NFC (or there's WPS too). Rather than just rebranding an LTE dongle, the system is designed to integrate with the vehicle's aerial for better signal, while the dock keeps it charged. As you might surmise, this does indeed mean there is an internal battery, making it useful beyond the confines of the automobile too (for about an hour according to the car maker). No official word on price or release, but it's suggested it'll be landing in Europe as soon as this week.
